The problem is that there is a 0.5 in. gap as the actual width of the two boards is 1.5+1.5 = 3 in. while the base width is 3.5 in. I see someone used a pad to fill in the gap as shown in the picture below. I bolted it to the steps with a 1/4" x 3-3/4" Tapcon screw through each of the 4 smaller holes in the bottom: As I was drilling the holes, I got a bit of red debris coming out of the holes, so I believe I hit brick under all of them.
